How sadder still, to think, that at the end of such a Proceedings of the State Immigration Convention book, our country -- I mean that portion of it which we call the South -- is prostrated, all its enterprises crippled, its pursuits disorganized, its labor destroyed, its agriculture rendered inefficient and unproductive, all our permanent investments in the way of stocks and bonds rendered valueless -- in a word, coming out of such a struggle with the conviction which we must realize, in reference to ourselves, that we are indeed a poor people, thrown at a single leap, from the highest pinnacle of prosperity down to the most abject and humiliating circumstances of poverty and political impotency. But if the above is the height of ingratitude, read the following, which is an exhibition of the concentration of all that is malignant and mean: "The Government of the United States having, as a war measure, proclaimed all slaves held or owned in this State emancipated from slavery, and having carried that proclamation into full and practical effect, there shall henceforth be, within the State of Georgia, neither slavery nor involuntary servitude, save as a punishment for crime, after the legal conviction thereof; provided, this acquiescence in the action of the Government of the United States is not intended to operate as a relinquishment, or waiver, or estopel of such claim for compensation of loss sustained by reason of the emancipation of his slaves, as any citizen of Georgia may hereafter make upon the justice and magnanimity of that government. It is not probable, however, that such a proposition as the recommending of the unjust measure will be introduced in the convention.
